Candidate Bios for 2025-2026 Election
Jessica Drunasky-Ouellette:
My name is Jessica Drunasky-Ouellette and I have lived in CWF Unit 1 since 2011. I have two daughters 6 and 4 years old, my husband’s name is Josh. We have loved this neighborhood since moving here because of the country and open feel. I am a high school science teacher, and my hobby is all things horses. I train my own and compete in barrel racing. All these years I have enjoyed living here because we have a POA that was easy to reach and simple, just pay your dues and manage your water. A couple of years ago I noticed a disconnect as a homeowner, with the management of our Unit, there were big changes that occurred, and I felt unaware and unsure of the decisions. So, I decided to run for the board with the intent to improve communication, management simplified, and transparent again. I would like to continue serving on the board because there is still more work to do and I would like to continue to be part of it. I have a good sense of numbers and budgeting, I will always be a voice for honest-fiscal spending, and I want to make sure our Association’s money is spent as it is intended for. I want to help make sure no one ever feels disconnected like I did in the past and I will continue to speak for keeping our community friendly and protect the country-freedom type living gem of space that is! Thank you and I hope you decide to vote for me.
Kathryn Leonard:
My name is Kathryn Leonard. I’m completing my first year on the board. I’ve lived in Clearwater Farms Unit 1 since 2004. We moved here from a subdivision in Peoria. That subdivision had an HOA. Clearwater Farms had exactly the POA we were looking for. We left them alone and they left us alone. We paid our dues and lived our lives. That is the kind of POA I want to get back to in our neighborhood.
When I found out last year that the prior board had hired a property management company, I knew I did not want that in my life. I ran with the express purpose of getting rid of City Property Management. After several contested votes by the board over the course of the year, that has finally happened. The POA now employs a local woman who reports directly to the board. Mission accomplished.
However, there is more to do: Over the past year, the board has done a fantastic job of recruiting volunteers to handle irrigation issues and many board members themselves are volunteers and answer an irrigation emergency phone around the clock. I hope everyone has seen the water delivery system continue to improve and be easier and better. The intent of the board is now to bring the ditches up to good repair and bring all the ditches into compliance. Action in being taken to complete that goal every day.
As great as the board and volunteers are at operating the irrigation system, I do not believe that a volunteer system is sustainable long term. It is contemplated in the governing documents that the association can hire an irrigation manager. In my second term, if you are kind enough to re-elect me, I will work with the likeminded board members to recruit and hire an irrigation manager to take over what the board and volunteers have built. That will be my goal for the community in 2026.

Victoria Maggard:
My name is Victoria Maggard. I have been a member of the Clearwater Unit 1 community for over 20 years, and owned three properties in Unit 1. I was elected to the board this past year and am currently serving as secretary. I ran because I wanted to see changes to our community. I felt that for so many years, members were not fully informed of decisions that previous boards had made or had input in those decisions. I wanted to make changes…make our meetings open and transparent, along with our financial records. Let the community have input on how our community is run. If feel in the past year we have made great changes for the better of the community. But we have lots more work to do. We have implemented a fantastic website and irrigation sign-up system, and Ken McGinnis continues to make improvements. Our irrigation system still needs lots of work and repairs, and our roads will need to have some work done in the future. I would like to see the annual dues remain the same, if not possibly reduced in the future. When we implemented the irrigation volunteer system, which replaced the Watermaster position, we realized how much work needed to be done on the ditches and repairs have been made, but more work is needed in the future. We have implemented a great volunteer irrigation committee and are always looking for more help and member input to improve our community.
My experience is vast and varied. I have experience in Executive & Management in both private and public service at state/city levels. Our family has been in the construction industry for many years, mainly remodeling, and are currently licensed with the ROC.
I am a Notary Public and have experience as a graphic artist/designer and agriculture. My hobbies include sewing/quilting, crafts, photography, laser crafts, and recently custom-made hats and my animals. I hope you will consider voting for me again this year.
Laurie Morgan:
I have lived in this unit for 24 years and have raised three children here. I genuinely care about the community that we live in. I have been on the board for a long time and served as president for two years. I believe in complete transparency and keeping it a great place to live. Thanks for your consideration.
Marcy Squires:
I am writing to express my desire to be re-elected to the Clearwater Farms Unit 1 Property Owner’s Association. Serving on the Board has been a rewarding experience and I am committed to continuing my efforts to enhance our community.
During my previous term, I worked diligently to improve community engagement, advocating for regular maintenance to the irrigation system and with other Board Members successfully bringing the embezzlement issue to a close.
If re-elected, I plan to focus on transparent communications with the community. This past year the Board terminated our contract with City Property Management and replaced the management of our community with Raygina Garcia. I look forward to working with Raygina and the Board to ensure community issues remain transparent and improve our community with Raygina’s Board experience.
